Amanda “Lee” Powers, Owner/ President

U.S. Air Force Veteran

With 15+ years of legal expertise, Lee brings unparalleled expertise and proficiency in navigating the federal contracting process. Her role at AVCOR is to ensure success by engaging in customer-based marketing, business growth & development, contract management, oversight of employees, and regulatory compliance.

Chris Powers, Owner/ Business Development Manager

U.S. Air Force Veteran

Within AVCOR, Chris primarily focuses on business development for both federal and commercial opportunities. He is also a licensed real estate broker, purchasing real estate for long- and short-term investment opportunities, as well as managing real estate assets throughout the acquisition, remodel, and disposition process.

Jackie Wengerd, Operations Manager

U.S. Air Force Active-Duty Spouse

Jackie joined AVCOR in August 2019, having experience with municipal construction planning and zoning regulations, navigating federal government regulations, and technical writing. At AVCOR, Jackie’s focus is on the requirements to gain new federal contracts, as well as the contract and project management. Jackie maintains presence in the pre-award and post-award processes, ensuring that administrative functions necessary throughout the federal contract lifecycle are in compliance with their respective regulations.

Francisco Reyes, Jr. Estimator/ Project Coordinator

U.S. Air Force Active-Duty Spouse

A registered architect in Ecuador, Francisco brings unrivaled experience in the development of sectors such as transportation, public space/ parks, multiuse facilities/ stadiums, as well as multi-family developments. Francisco is bi-lingual, in Spanish and English, OSHA 30 certified, and since August 2020, has been providing take-off estimating and submittals for a variety of AVCOR’s multi-scope projects, as well as scheduling and assisting with project management duties.

Chris Burns, General Superintendent

U.S. Navy Veteran

Coming from California in June 2022, Chris brings 19 years of superintendence experience and 10 years of general superintendence experience to AVCOR. Chris’ project experience is in multi-family residential, hospital, and educational institution construction, with an expertise in projects that require complex ICRA, mold remediation, and water damage mitigation. His current role is oversight of all superintendence personnel and all jobsites to ensure safety and contract compliance are occurring onsite.

Justin Windemaker, Superintendent/ Quality Control Manager

Justin has been with AVCOR since April 2021. Justin has 10 years of experience as a construction project superintendent and quality control manager. His role is project superintendent or quality control manager, and he is responsible for the onsite monitoring of projects from planning to completion. This includes the supervision and coordination of subcontractors, safety procedures and OSHA compliance on the jobsite, and reporting requirements for each projects.

Mike Hickman, Superintendent/ Quality Control Manager

U.S. Marine Corps Veteran

In June 2022, Mike brought his 25+ years’ experience as construction project superintendent, and 14+ years’ experience in hospital / laboratory construction to AVCOR. Mike’s experience includes multiple federal customers such as the U.S. Food & Drug Administration, the Department of Veterans Affairs, the Department of the Air Force, and the Department of the Army. Mike is responsible for the oversight, coordination of all the activities and safety of a construction site according to project plans, specifications, and schedule.

Matt Loring, Superintendent/ Quality Control Manager

A recent California transplant, Matt joined AVCOR in June 2023. He brought with him 30+ years’ experience as a project superintendent, including experience on multiple federal projects on the west coast for the Department of Veterans Affairs. Currently working on an U.S. Food & Drug Administration project, Matt is responsible for the overall jobsite safety and workflow coordination among subcontractors, as well as frequent communication with the owner so as not to impact government personnel.
